Is Pope Fransis's visit to New York the BIGGEST security challege ever?

Pope Francis will arrive in New York City shortly after visiting Washington DC and the President on September 22nd. He will speak at the UN General Assembly with an expected 170 world leaders. He will then proceed to pray at Ground Zero before leading mass at Madison Square Garden. Many musical performers will be performing in New York City as well. There will be many high profile personnel with the confines of New York City.

The FBI, NYPD, and the Secret Service will all be providing the best security measures possible. They have all participated in many drills that simulate possible situations over the past few days. Is this the biggest measure of security that New York City has ever seen? If not, what event(s) had a bigger security presence?
